Expositive<lb/>Art. 1. Inspective function<lb/>is <hi rend="underline">visitative</hi> —<lb/>visits - progresses -<lb/>circuits.</p><p>2. Enacative<lb/>Art 2. Once a year,<lb/>and if need be oftener,<lb/>as home business<lb/>permits, Minister<lb/>will inspect the<lb/><hi rend="underline">offices</hi> and other <hi rend="underline">places</hi>,<lb/>within his charge<lb/>1. in person or by<lb/>depute.<lb/>2. spontaneously, or<lb/>by direction of Prime<lb/>Minister as to time<lb/>and place.</p><p>3. Ratiocinative<lb/>Art 3. Uses. Examples<lb/>1. Securing effect to<lb/>statistic function,<lb/>checking non-registration<lb/>and misregistration.<lb/>2. Providing remedy<lb/>in both cases.<lb/>3. Observing the state<lb/>of the subject matters<lb/>by perception,<lb/>in so far as report<lb/>is inadequate.<lb/>4. Observing<lb/>functionaries, with a<lb/>view to locomutation.<lb/>5.
