He might pick<lb/>out situations adapted to his own interest or caprice, to the disregard of much<lb/>superior interests on the part of great numbers of individuals. By the power<lb/>of turning the scale as between situations standing on the same footing in<lb/>point of apparent eligibility with a view to the public service, he might lay<lb/>individuals, or even neighbourhoods, as it were under contribution.
