without great reserve & cautn. for subjects of experiment: especially
in the case where the institutor institution of the experiment is any other
person than the Sovern. or a person or perss. constituted for
the purpose in authority under him. Accordingly it is by the
observation of the occasions on which & shapes in whh. pain
& please. result from the modes or agency respectively productive
of them — pains more especially — that Mr. Bentham
deduces the quantity & quality of the applications he
proposes in the character of remedies for the evils whh. actns.
of the maleficent class may be seen to bring in their train:
and while the graphic pencil is kept employed in the delineation
of their respective qualities or forms, seales with weights
& measures are at the same time kept employed in giving
intimation of their respective quantities.

Legislation the
making a choice
of evils.
Whatsoever is done in the way of legislation is dome
by making a choice of evils. No legislation no governmt. witht.
coercion: and taken by itself every course of coercion
is in the extent of it an evil: in whatever instance good that
is to say, positive pleasure or exemption from this or that
particular pain is produced pure it is produced in the
way of private agency by individuals not on that
occasion employed in the exercise of the powers of author.

styled the non-disappointmt. principle. It is by this principle
that on the most serious & numerous occasions direct.
is given to the arrangemts. of whh. the law of property under
whh. in its most extensive sense may be included all
objects of general desire, is composed. Let disappointmt. as
far as possible be prevented. Why prevented? Answer — because
disappointmt. cannot have place but a sensation of
a painful kind has place. Inseparably connected with
the idea of disappointmt. is the idea of expectation:
disappointmt. has place, in so far as expectation of the agreeable
kind fails to be realized: fails to be followed by
the results it has anticipated.
