On the 16th the Cortes rejected
<p>On the 16th the Cortes rejected the petition of several South American deputies,<lb/>
 
who demanded the re-modellation of the system of Representation with regard to<lb/>
that continent, as prescribed by the Constitution. This is considered as a most<lb/>
impolitic step, as tending to create a wider breach than ever, between the Colonies<lb/>
and the Northern <add>Mother</add> Country. As to a reconciliation, the best informed Spaniards<lb/>
of the Capital despair of the event, and it is even thought that Mexico<lb/>
is about to declare itself independent. Many individuals of that country who are<lb/>
in Madrid do not conceal their wishes on the subject, much less disguise their<lb/>
exasperation at the illegal and anti-constitutional mode of electing the S.American<lb/>
Representatives. The Cortes have acted with too much precipitation in<lb/>
this instance, but they partake of the too general security of the Nation.</p>

On the 16th the Cortes rejected the petition of several South American deputies,
