On the 16th the Cortes rejected the petition of several South American deputies,
who demanded the re-modellation of the system of Representation with regard to
that continent, as prescribed by the Constitution. This is considered as a most
impolitic step, as tending to create a wider breach than ever, between the Colonies
and the Northern Mother Country. As to a reconciliation, the best informed Spaniards
of the Capital despair of the event, and it is even thought that Mexico
is about to declare itself independent. Many individuals of that country who are
in Madrid do not conceal their wishes on the subject, much less disguise their
exasperation at the illegal and anti-constitutional mode of electing the S.American
Representatives. The Cortes have acted with too much precipitation in
this instance, but they partake of the too general security of the Nation.
