<p>That in consequence of a Proposal originally<lb/>
addressed to the Right Honourable William Pitt<lb/>
on or about the 23<hi rend="superscript">rd</hi> of Jan:<hi rend="superscript">y</hi> 1791, and afterwards<lb/>
with some variation resubmitted on or about the<lb/>
18<hi rend="superscript">th</hi> of March 1792, a treaty was carried on with<lb/>
your Memorialist, by Evan Nepean Esq:<hi rend="superscript">r</hi> then<lb/>
Under Secretary of State for the Home department,<lb/>
under the directions of the said M<hi rend="superscript">r</hi> Pitt<lb/>
and the Right Honourable Henry Dundas<lb/>
then his Majesty's Principal Secretary for the<lb/>
said department, touching the setting up a<lb/>
Penitentiary Establishment, at the expence and<lb/>
under the direction of your Memorialist, for<lb/>
the confinement and employment of convicts,<lb/>
upon a certain spot at Battersea Rise in<lb/>
the Parish of Battersea, which under the<lb/>
authority of the Statute of the 19<hi rend="superscript">th</hi> of his present<lb/>
Majesty Chapter 74 had been appropriated<lb/>
to the said purpose. <add>That</add></p>
