Thus, and with so delicate a touch as to leave
a soil on Honourable fingers— thus, was Panopticon
blackened. What remained was to whitewash the Hulks
Rumours, to the effect in question there had been it is
true: but those rumours (Parliament was to understand)
were groundless. How was this established? In one or
other of two ways— either by avoiding to hear evidence, or,
after having heard it, by suppressing it. Accordingly
