very nature of their internal economy. They have achieved
nothing hitherto but by means of their few ships, against
which, the Turks rendered cautious by misfortune
by using Frigates & vessels of smaller tonnage are now
more prepared — the expense of these few ships is also
very great & only enables the Hydriotes & Speriotes to
dispose of their old ships to advantage. The charge for
the other small ships of H1000 per month, appears also
very extravagant.

It seems to be to be absolutely necessary to obtain
the passing of a Law, either wholly putting off until the
conclusion of the war, or else limiting the sums to be
paid to different individuals upon the Greek Paper or
Assignats, as if they were to be satisfied in full, the
present Loan which I have no doubt is intended to
be laid out upon the organization of something approachinging
a regular Government, & to meet the real
& present exigencies of the Greek nation wd. be eaten up,
as from the extreme deterioration of that Paper when it
was issued, very large nominal sums were issued. I attended
the meeting of the Greek Committee last Saturday
their discussions from want of news at least during my
presence were not peculiarly interesting, but I felt much

pleasure
