C 1. Offences against the external Security of the State.

Enemies to the State may be created or assisted. Offences against the external Security of a State
are such whereof the tendency is to expose the State to suffer
at the hands of foreign enemies: This effect may
be produced in either of two ways ; 1st. by inducing foreign
powers who are as yet in amity to become enemies :
or 2. by doing any thing that lends to aggravate
the mischiefs which the State is exposed to suffer
at the hands of such as are enemies already.

As to foreign States who are as yet in amity
there are two ways in which a man may draw
their enmity on his own They may be created by Sollicitation or Provocation. : solicitation and provocation;
in the way of sollicitation when he acts in the character
of a friend to the foreign power in question ; in
the way of provocation when he acts in the character
of any enemy.

In like manner he may draw down on his own
State the enmity of another with or without acting in the
character of an enemy to his own — with or without views of Enmity to one's own State.. When he acts not
