On the side of evil the following —</p><p>1. In the Legislative department, delay to all measures<lb/>whatsoever: delay without assignable or probable usefulness.</p><p>2. Complete frustration or prevention <add>of useful arrangements</add> — in an indefinite<lb/>multitude of instances: <add>and</add> without assignable or probable usefulness.</p><p>3. Danger perpetual of a veto to useful arrangements in relation<lb/>to foreign powers, by corruption administered by the hands of the<lb/>agent of foreign powers.</p><p>4. In the exercise of <add>the</add> locative power with relation to<lb/>most of the <del>functions</del> <add>offices</add> contained in the National Official Establishment<lb/>location of less apt <add>in preference</add> to more apt <del>functionaries</del> <add>individuals:</add> probable cause of<lb/><add>mislocations,</add> <del>mistrusting,</del> agreement with the President for the division of the<lb/><add><del>whole</del></add> aggregate mass of the <add><del>the correspondent</del></add> patronage: each <add>choosing the</add> <del>to</del> one less apt<lb/>connection — connections which by the tie of self-regarding<lb/>interest or by the tie of sympathy in preference to the more<lb/>apt individuals, whom the President <del>the Executive Chief</del> would<lb/>have chosen, had the weight of an undivided responsibility —<lb/>the only efficient responsibility — rested on his single shoulders.</p><p>5. Waste of the public money — to wit by the whole amount<lb/>of the pay.
