A course which presents itself to
me as being preferable to the abovementioned
one, and as being more simple than, and
in every respect preferable to any other, is
this. Source of revenue one alone for all
purposes — Judicial Establishment for collection,
one alone for all both purposes. But an adjustment
made of the quotas in money to be provided
for both purposes by the several states.
On the other hand, the expenses for both purposes
having been settled, and a partition made
of it among the several states according to their
several means, the sum for the general purposes
will be paid even in and by each state to the
central Treasury, before any part is paid applied
to the exclusive use of the particular state.
For this purpose, and that there may be no
delays, a plan of universal registration, with
a correspondent system of universal publication
