If, consideration had of the nature of the service is the
nature of the arrangements made in relation to it, as to al Art 19 If by means of
custodient functionaries

use, the more advantageous to the public will eventually be
the terms in which a person will change himself with
the states of the office

the advantage in this shape: for the greater the value, the fewer the
hands it will have to pass through and the easier it will be to trace
it from hand to hand.
