<p>I trust you will excuse the Liberty I am<lb/>
taking, in addressing you upon a very important<lb/>
subject, namely, "<hi rend="underline">The Common Law Right of</hi><lb/>
"<hi rend="underline">the Grand Inquest</hi>, to visit The General<lb/>
"Penitentiary for Convicts at Millbank Westminster,"<lb/>
as from a conviction of your great constitutional<lb/>
knowledge, as well as, of your meritorious<lb/>
exertions in arranging with <sic>Goverment</sic><lb/>
and carrying into effect, the original Penitentiary<lb/>
Establishment, I am very anxious<lb/>
to obtain your opinion thereon. &#x2014;</p>
<p>I was upon the Grand Inquest in last<lb/>
Trinity <unclear>Town</unclear>, when in reply to a wish, of inspecting<lb/>
the Penitentiary, expressed by most<lb/>
of the Members, we were informed, by the Gentleman<lb/>
from the <hi rend="underline">Crown Office</hi>, who officially sets</p>
