Punishment for
the pleasure of it
at Westminster and
Eton
If the pleasure of punishing this is what you wish for
go repair to Westminster. Eton and Winchester Schools for
from to respective beret- closet, to be send out for men
women and children, compell them to come in, and proceed
to operate.

If obedience sought
it must be rendered
possible
But if obedience is what you wish for first proceed in the first place to
render it possible. Look in to which field of thought and
action: pitch upon the spot in which it is your wish that
obedience should spring up. Cover them with existing law
from feckless purely imaginary obedience can no more be guaranteed
than grapes from thorns, or figs from thistles.

To law makers no
pay needed
Well then here to get this same really existing
law. Need you pay men for it? Not you indict: no more
than you need pay men for playing at chess, or to
the mark, even for playing at solitaire. Making law is roguery,
roguery is what all are fond of: so fond, there are the smallest
chance for it would upon be found to have a marketable
value. But inviting as the lottery is the price of a ticket
in it is no trifle. Years upon year spent in preparatory
study form a part of it: years expended in the actual
operation together with the expense of committing the rules upon to
paper, and from paper to the press and the advertising newspapers
form the rest. Take upon yourselves, as others would have
upon the people this messy part of the expense, at
this small expense you will get the whole stock of appropriate
which the whole country affords. But is it so great that
the shoulders of the country are in design of being made
pressed by it. Look to the Charnly-Ingram Commission
look to the 2nd Volume it has produced already: not without
hope of profit a wager might be laid that the whole mass bundle
of Codes sent in would not exceed it. Should the increases
because
become because already
it depends upon you
to put a slope to it at
every turn.
