The meliorative cause seems principally referable to one
or other of two general heads, viz. 1. the acculumation of experience,
2. the continually encreasing facility given by the operation of the press to the body of
the people the people (ruling and other leading members of the community included, by the operation of the press for availing themselves
of the body of experience so accumulated.
