<del>requisite</del> <add>which</add> under the terms of the existing Hulk Contracts<lb/>
is requisite to be given, so soon as I shall<lb/>
have declared myself in readiness, <add>or made it appear that I shall be in readiness</add> to take possession of<lb/>
<add>the Prisoners</add>, either on the Hulk plan, or on the Temporary<lb/>
Penitentiary-House plan, by the expiration<lb/>
of that time.</p>
 
<p>10. In regard to the choice of a <hi rend="underline">spot</hi> for the<lb/>
proposed Temporary Penitentiary House, I would beg<lb/>
leave to submitt to you, Sir, the three following options: <lb/>
no one of which would (I flatter myself) be found<lb/>
incapable of <hi rend="underline">being carried into execution</hi>.</p>

8. The sum to be advanced, as above, for the Temporary
Establishment, to be sufficient to afford room
for 2000 Prisoners, at £7: 10s: 0d per head:
viz: £15,000. The number of those existing, in the
Jails and Hulks together, at the time of the Returns
printed in the 28th Report of the Committee of Finance,
appears to be short of 1900: but some room
for contingent additions must be made; and, for as
every further number far as two or three hundred beyond the 2000, I would
engage to provide at the same rate of £7: 10: a
head, without any additional expence as that of another Penitentiary House
on purpose.
