<p>A peninsular Spot or Sand-bank (mentioned<lb/>

constantly covered with grass, though situate[d] within<lb/>

midway between Greenwich and Woolwich, about 1/4 of a<lb/>
Mile above the Sand-Wharf called in the Maps<lb/>
the <hi rend="underline">Charlton Sand Wharf</hi>; and about 1/2 a Mile<lb/>
below a <add>lone</add> House very likely built close to the embankment<lb/>
Wall of the River, which at the time<lb/>
of my letter of the 2<hi rend="superscript">d</hi> <add>of</add> April I had heard spoken<lb/>
of as a Public House, but which I have since<lb/>
been told is occupied by a Brickmaker. By<lb/>
a trench, the insulation would be rendered as compleat<lb/>
as that of the Hulks is: and by two or<lb/>
three Block houses set down on piles in proper<lb/>
situations near it, a degree of security might be given<lb/>
to it over and above what <add>can be given to</add> the Hulks<lb/>
&#x2014;not to mention the additional securities essential to<lb/>
the characteristic form of the Building. The permission<lb/>
to employ this spot would depend upon the City Navigation Committee.</p>
 
<p><hi rend="underline">Any <add>such</add> other spot</hi> down the River, and contiguous<lb/>
thereto, on either side, of which immediate possession<lb/>
might be obtainable of the Proprietors and Occupiers, for a<lb/>
short term, on application from me in my private<lb/>
capacity, without exerting and expending the compulsive<lb/>
powers of purchase given by the existing Act<lb/>
(7<hi rend="superscript">th</hi> July 1794) the exercise of which would be incompatible<lb/>
with the degree of dispatch aimed at, and<lb/>
which, if expended upon a distinct spot for the Temporary<lb/>
Penitentiary House, could not be applied to the purchase<lb/>
of the ground for the Permanent Penitentiary House.</p>
