Tothill Fields Bill
From this circumstance, added to that of its
comparative vicinity to the Kings Reindeer Palace and to Westminster
Hall, it would afford (especially since St George's
Fields has been so much overspread with buildings)
the readiest place of meeting for any
enterprise of insolence or hostility against the King,
the two Houses of Parliament, or the Courts of
Justice: and, disaffection ever spread among
the King's Guards, would afford a place of mar
and only resort, to which the disaffected past
might repair without exposing themselves to
punishment as for desertion non-observance of hours &c till the moment
came for their ing themselves the commencement
of their operations criminal operations.

The immediate neighbourhood of the Waste is peopled
occupied in an extraordinary proportion with degree by buildings public
buildings of the manner cast:- Prison's, Poor
Houses, Almshouses, Charity Schools and Hospitals,

within view of it, but Grosvenor House
(occupied at present by Ld Belgrave) and that [+] That Waste itself

a site to our Prison
called Tothill Fields
