Reasons offered in favor of the bill for establishing regulations for the purpose of preventing frauds & embezzlements by obliging certain classes of dealers who are generally known to be receivers of stolen goods to take out licenses and to subject the said dealers to Sunday restrictions mentioned in the said bill.
