This is the object of the Bill, and while it is believed it will be pretty effectual in this respect without extending any severity whatever to any class of the community whose intention it is to be honest it is only necessary for the House of Commons to have this stated in order to induce them to take much stronger measures than are now proposed (if stronger were necessary) in order to put an end to an evil which is universally known to exist to a great extent, and which ought not to be endorsed one moment longer than a legislative remedy can be applied, and more especially as it is increasing every year and the resource for depredations upon government much greater in time of war when the public [?]s are more exposed than in profound peace.
