and embezzlements being carried on to any extent and if carried <lb/>
into effect will preserve not only the lives but the Souls of <lb/>

<p> 4. Dealers in wearing Apparel &amp;c. The regulations applied to this <lb/>
Class of Dealers will I doubt not prevent an innumerable variety <lb/>
of depredations and by the <gap/> of Persons dealing in Second <lb/>
Hand Handkerchiefs being open to Inspectors they will be such <lb/>
a check to Pick Pockets as nearly to annihilate the practice <lb/>
and by arresting Vice in its Bud stop their future Crimes towards <lb/>
Crimes of a greater consequence.<lb/>
 
The Licence Duty being very small and their profit very large <lb/>
the few Pawn Brokers who may decline Selling Wearing Apparel <lb/>
by retail will probably (by an increase of Business) <unclear>indemnify</unclear> them <lb/>
for such Licence. I am of opinion that none of the proposed <lb/>
regulations can injure the fair Reader in Old Cloaths &amp;c <lb/> </p>

Dealers initiate. and entice deviant apprentices and Youth into <lb/>
dishonesty: they may be called the private Tutors of Thieves, and <lb/>

is at present carried on is a regular system of Seduction &amp; Villainy <lb/>
The Revenue from the Licence Duty is in this case is of no consequence <lb/>
when compared with the Benefits which will result from this <lb/>
Business being confined to Persons od Honest repute. The regulations <lb/>
applied to this Class of Persons will in every point of View be productive. </p>
