The place from to which functionaries are
about to be sent by your Government to various
States in Quondam Spanish America having been
announced by authority (as far as I can understand)
by authority not observing my own by
upon the list it has occurred to me that the state
of things in Guatemala is very in the main unknown
here, and that some information in relation to it,
might perhaps not be altogether unacceptable uninteresting to the
Right Honourable Gentleman when on this account I
take the liberty of addressing.

If there be any persons in a condition to give any
pleatly correct information on this subject it would be
somewhat extraordinary if I was not of the number
It is not altogether a pleasant to a man to have to speak in this
of himself, but the pur necessity of the case obliges me
occasion renders it indispensable.
