with the Grand Inquest, that we were not at
"liberty to visit it, without an order from the
"Secretary of State (Lord Sidmouth) — that it was
"governed, by a peculiar Act," — and reference
was then made to the 56 of Geo: 3.d c.63.s.27. Page
629; — with which however I was not satisfied.

We afterwards went in a Body to the Penitentiary,
and by our Foreman demanded
admittance of the Governor, and upon being
refused,— presented him to the Court of Kings
Bench, for the sole purpose of establishing our
right;— the Judges consulted together, and
the Chief Justice, said, "that he thought it was
under a peculiar Act,"— the Senior Prison
Judge (M.r Justice Bayley) also said, he wo.d
make it a subject of his Charge to the next
Grand Inquest, in Mich<hi rend="superscript">s Term,— which,
accordingly did, and then observed, that
under the words, in the 27 Sec: of the abovement.d
