Principles conducive which serve to secure to the general purpose of securing
offenders in general, of offend whatever be the
laws offended, of securing offenders without distinction
all offenders against all laws, all
laws can not be refused this good consequence
and this merit that they be conduc serve
to screen offenders against bad laws, & against
laws which ought not to exist against laws
which never ought to have been made, and
in sure consequence to screen persons who in that sense
may be stated innocent. Such principles are
a true poison to laws: enfeebling some, killing
others according to the strength of their constitutions,
and the forwardness or backwardness of the people
to come in to their relief to lend them their assistance. In this quality, where
bad laws are abundant they may be very useful
things: as arsenic may be a very useful thing
where rats are plen more plenty than serviceable
animals.
