suspects a Customer to be selling without a license, to ask
to produce it. But in the 1st place, such a request
carrying with it the appearance of suspicion, would be
invidious, and disobliging and such as a man would think it hard
to be obliged to make. He might be apt rather to run the hazard of the penalty. In the next place in such case what would
the Publican have to do but alter a word or two in an old license
or fill up a new one and present it to the Brewer
as genuine. It is not many licenses therefore that
a Brewer would he would be at the pains of looking at and
nothing therefore could be easier than to impose upon him
in this way.

It is not many persons the Brewer would suspect

To obviate this then it would be necessary to create a
new Forgery on purpose (unless such a mode of conduct
were included under general some Law against
Forgery in general: a Law which seems to be among the
number of those that are much wanted. This would be
little less ...... than the other measure; from which
if put in practise, many collateral advantages respecting
the head of political economy, might be derived.

Concerning
the second point the Brewer must be informed of it seems
not to difficult to get information but that the
proof of his being informed about it might be noted upon trustednoted upon
to presumption. It being a commodity of which there must be a considerable want to afford any thing of a profitUnless it were pretty notorious that
a man sold it, he could hardly have customers
enough to make it worth his while. to sell it.
