1. As to expences of the first of these three
classes, where the damage incurred is confined
to an individual or limited circle of individuals,
the amount of the expence damage does
not appear to fall be fully and directly within the department
of public finance, nor consequently
within the sphere of strict duty of Your Committee.
1. With regard to the offences expence the first of
the above three heads, so far as the property
any branch of the public property happens to
have become the subject matter of the offence,
whether the offence be of the predatory or
of the deleterious class, so far the expence
comes strictly and <add>doubly</add> within the department of Finance
and thereby within the sphere of authority and
duty of Your Committee.

or destroyed is the property not of the public
but of the individual, and the pecuniary damage
