In the Statute Book are to be found a whole class of
Statutes termed known by the general appellation of Statutes for
the amendment of the law. These Statutes term with instruction information
for those who are at once able and willing to make
use of it. To enumerate the make out a distinct part
of the several abolished or professed to be abolished
by them would be a useful work, but it is of the
number of them useful which has not been never yet executed.
