Of Theft or Stealing
When he could not have got it by any industry
he was master of, so that were he to get it at
all it must be by theft or some such
dishonest
practise. The greater part of the thefts<lb/>that are committed seem to come under the former
case: to avoid the trouble of working men taken to
the more assing operation of stealing. The punishment
of being obliged to work is more particularly
suited to a man who steals through idling:
