9 C Of favouring Desertion

Upon the whole therefore it appears that there are
two ways in by which this branch of the public force
may undergo a relative dominution : O by the
desertion of a man from the service of the state in question : it's serviced : and by
the enlisting of one any of it's subjects from in any
foreign service.

Disabling one's Self from Serving. It is a kind of desertion where a man mutilates
himself in any manner in order render

It is difficult to know how to deal with the
offender in such a case . If it were possible Where this commission

perhaps were may be to then let the crime be it's own
punishment . Or perhaps in order to distinguish persons
offenders of this kind from persons who have been
reduced to the same condition by misfortune , it may
be proper to stigmatise them for example with the
