Of these proportions
all sharers in the
sinister interest have
conception: proportionate
solicitude to act
accordingly

Of this case state of things the case all sharers those who profess
a share in the int sinister interest in that interest by which the conduct of the
ruling few and their adherents is determined have a
conception more or less clear and determinate. Here then In this
are two objects of their constant solicitude state of things accordingly they believe and endeavours exertions
on the one hand to swell to the utmost pitch possible the quantity mass of the matter
of corruption at their disposal; on the other hand to reduce
to the smallest dimensions possible the number of the
individuals belonging to the political politically thinking class, and the political
power of each.

In two characters
is every particle of
the mass of corruption
valuable to the professors —
and used means
for that purpose,
enjoyment and
security.

Of these two antagonizing quantities
Thus it is that For in the value of the mass of the matter of corruption
there are two elements as of use in two perfectly
distinct distinguishable though so intimately connected ways characters; in the character
of the mass of the objects of general desire, it is valuable its value is constituted by
in respect of the enjoyment it affords: in the character of the
mass of the matter of political corruption it is valuable in respect
of the security it affords for the continued possession of the corresponding continuance of the corresponding
mass of enjoyment.

taxes, sum of taxes

Of these two antagonizing quantities forces [ happily for in this point of view
mankind] that composed of the matter of corruption has
its limits: and l in this country with little or no conception deduction these limits
it seems to have already found. With the utmost straining
that can have been employed, the nes income of government
has not been of at the end of so many years of peace been
raised to a level with its expenditure; by the last effect new taxes to
a vast amount have been added imposed and decrease instead of encrease
of in income has been the consequence.
