There remains that branch of legislation which
is or might be directed against misrule. Even Under
this head the distinction between direct and indirect
legislation may still be perceived; though
the limits of it between them these branches are scarcely so distinct
nor is the distinction itself of so much
importance in this case as in the former. In this to
the head of direct legislation may be referred
those stipulations whatever they may be which happen to be stand included
or which it might be proper to include in the
original conventions tacit or express, original
or adjutative successive which for the purpose
of limiting the authority of the sovereign, have
been established between him and the body
