This is the Bar-<foreign>vice-Amendment fallacy. A measure is
brought forward, the oppose sees in it what in his eyes is
imperfection, seeing at the same time an amendment by the
application of which it would, also in his eyes, be removed.
This being the case he keeps the remedy to himself, takes
