Where Parishes are very small the same Constable
may serve for two Parishes. Where they are very
large one Parish may be divided for this purpose
into Sub-parishes which may have each a Constable.

Works of
Super-erogation
Let public works be instituted to serve as standing
ponds of employment and sluices to carry take off the occasional surplus
of the [disposeable] stock of labour time the people have to dispose
of: For instance making & repairing roads, cleansing harbours
&c. with other suitable employments for women.

Let these workmen be distributed put under into a kind of half-
military command, distributed into companies of

as for desertion.
