Indirect Legislation § 6
VI. head of expedients
Diverting the desirecurrent force
of the desires. to less dangerous
The sixth and last class of the expedients referable
to thise head in question before us are those which consist
in the diverting the current of men's the desires from objects in the
pursuit of which they are apt to be led into
the track of delinquency, to other
object which are less apt liable to lead them into that
track.
Which is clearly
promoting civilization
In this point of view we may consider
whatever is done by the legislator in the view
of favouring the growth of those ideal objects
which are characterized by the some such vague
appellations as that of politeness and civilization.
Which is effected
by diminishing weakening the
force of the appetites of
vengeance &
drunkenness
The policy here in question turns chiefly upon
this one point, the diverting of men's attention
from the pleasures of a grosser nature, to pleasures
of a more refined. Among savage nations
after provision made for satisfying necessary
wants the chief part of man's attention is engrossed
by the pursuit of either vengeance, a pleasure
of the dissocial kind, or in the enjoyment of
the pleasure of drunkenness, a pleasure which
in the strict sense of the word impure is among
the impurest of of the pleasures of the self-
regarding class. The plesure of the amorous appetite not being set off by those ideal embellishments refinements which
embellish and diversify
it so much among
polished nations, goes
but a little way towardsfilling up the vacuity.
