Examples which I shall exhibit under this head

I shall range my examples cases under three classes
the 1st containing those in which the tendency of the
measure incentive is really appears to be pernicious: the 2d, those in which
it is may be pernicious or beneficial otherwise according to circumstances:
the 3d, those in which though it has been
thought to be pernicious it seems not to be so upon
the whole
