2. Answer to the Query "Whether the th Contract relating

"Committee of Finance and reported by them in their

By executed, I understand to be meant the authentication
given by the requisite signatures to the
written instrument expressive of the agreement between
the parties: not the performance of the acts undertaken
by such agreement to be performed. In this sense any
answer if that neither that Draught nor any other in
relation to the Penitentiary business nor any other between
the Lord Commrs of the Treasury and myself has
now been executed. On this occasion it being true
I hope it is not improper for me to add that such non-execution
has not been produced by any act or
