In answer to the relation to the respite prayed comes
one measure of concession, which consequently as such can
not be mentioned but in terms of acknowledgment in respect
of the indulgence. But as to the matters complained of matter of the complaint
no notice taken but in these words

intimation that some authority to which the name
of the Board was on this occasion but was the authority
by which this answer to a complaint from to which
I had expected I confess a somewhat more

But the Board? by what on this occasion was
the authority thus in question designated exercised. The Board
by whom this answer to the complaint I had been
making was returned, was it not the very person
himself that had it had been returned, though under that change of
name?
