For my own part, so long as I have been able to observe
any thing, I have had the satisfaction of observing,
or at any rate of supposing myself to observe, its country,
and the Government by which it is ruled, advancing by making continual
steps howsoever slow, though it must be confessed but slow advances in the track of improvement: little by little abuses
of all kinds abuse in every shape done away or lessened.

But since in no shape can abuse in government
have had place but individuals must have
found their profit in it (for had it not been for the profit
that is the cause, the abuse, that is the effect would could
not have come into existence) so it does not appear to me
that in no instance has in which abuse in any shape, or in any design has undergone, found arbitrary power
pernicious profit
or any other

its correction, has the redress of it howsoever it may
have found (co-operation, and) external profession of
satisfaction, and even actual co-operation on the part of those
whose advantage in some one shape or other, profit, power
or case were abridged by it, found any real and inward
satisfaction on the part of any considerable number of individuals is
circumstanced. Done by them, it has not the less
been done in spite of them. By compulsion, no
such hate has ever been acknowledged to be eaten: although but for
the compulsion, no such hate would ever have found
a throat to swallow it.

In general matters of this nature are fettled receive/find the settlement
in the principle of leaving half, and save half, by a
sort of tacit compromise. The proposition brought on
by the troublesome man in opposition and meddling hand on the other side is rejected of
course, and reprobated in the treated with the contempt or indigestible manner it deserves: at
the same time, & not to draw with too rash a hand continue drawing in caution upon the
indifferently invested confidence of the public, something, to keep the public in good
humour
who having left or
