Constitutional Code
Ch. Ministers Severally
S.12 Finance Minister
ans.
Art.1. Money, shall it be
paid by the functionary
by whom the article is
wanted, or by a different
one -i..e. a Paymaster.
Answer. By a Paymaster.
or 2.
Art.2. Reasons. Advantages.
1. Frugality promoted, by
saving in pay of functionaries.
Assaying, is an untalented
functionary -
an operator, mostly a
talented d<hi rend="underline">o</hi>
For talented functionaries,
greater pay is necessary
than for untalented.
The difference is wasted
on every day on which
a talented is employed

instead of an untalented
functionary.
or 3.
Art.3. 11. Frugality promoted:
to wit, by saving in
quantity of time employed
and paid for:
Even supposing talented
pay were no greater
than untalented, time
would lost by interruption
of talented
course of operation for
the purpose of making
payment: in passing
from one to the other,
time is always consumed in waste.
True: by a paying functionary,
money can not
without impropriety,
be paid, without warrant
from the applicative
d.o

or 3. contind.
But for the giving this
warrant, nothing more
is necessary, than the
writing of the operative's
name; whereas the
quantity of time requisite
for counting and
examining money is
indefinite, & always
much larger.
or 4.
Art.4. 112. frugality promoted;
to witm by additional
security against peculation
and embezzlement.
Suppose one person only
occupied both in procuring
the article and paying
for it, one person alone
would be answerable
for the propriety of the
payment, and one person
alone, to wit that same
person, for the fact of it's
being paid for the public
service. Employ in the
business the two persons
in question, the operative
acknowledges his having
procured the article,
as his having ordered
payment for it: while
the paying functionary
shows by the mandate
which serves him as
a voucher, that it was
paid for public service,
as wellas by his entry
that it is gone out of
his hands.
In either office, should
the document relative
to the transaction be
lost, that belonging to the
other, may serve as a
memorial of it.
