<p>Art. The persons by whom <add>public</add> money is <add>received</add> <del>paid</del> and<lb/>
those by whom it is paid shall they be the same or deficient?</p>
<p>Answer. They can not <add>be in all places</add> every where be the same. The<lb/>
Metropolis is the place in which payment, the greatest aggregate<lb/>
of payment, and <add>particular</add> payments in the largest sums will<lb/>
have to be made.  To obtain money for these payments at<lb/>
<gap/> in place may comparatively small receipts <add>collections of may</add> will be<lb/>
to be made at different <add>mutually distinct</add> places from so many different hands<lb/>
to wit <del>taxes</del><add>tax money</add> <del>collected</del> extracted from various <gap/>able subject<lb/>
matters of taxation  from the different places in which the matters<lb/>
themselves or the owners of them reside.</p>
