"That there should be sent to both Americas<lb/> | |||
Commissioners instructed to hear & receive whatever<lb/> | |||
propositions the said Governments may make, & to transmit<lb/> | |||
the same to the mother country, in order that the<lb/> | |||
Cortes may decide thereon, without prejudice however<lb/> | |||
to measures being taken by the Government for receiving<lb/> | |||
propositions from persons authorized by the said Governments,<lb/> | |||
& referring them to the Cortes."</p> | |||
