1826. Nov.r 22d. Review of Humphreys Notaries — 26. For appropriate aptitude in all branches in all Judges, my Constitutional Code provides a 40 distinguishable securities, and mercy scarce one of which, in any tolerably efficient degree, if at all, has place in the case of English Judges.
Even without this new proposed security applying to a subordinate class of lawyers, these applying to the superordinate, would go near to suffice 27. Mathematically speaking, given the nominees and superordinates, given are the Subordinates Are they no Mr. Canning? Are they not, Bathhurst? Are they not Lord Melville? Are they not Lord Liverpool? 29. Advocates and Mr B's profession of sincerity: admissions by those whose interests are served by their insincerity. Custom gives acceptance, nothing, truth. 30. Circumstances make men: law, circumstances. See whether my Judges and notaries are not still better than the French.
