1.  Existence of the supposed service.<lb/>
2.  Magnitude of &amp;<lb/>
3.  Need of reward for producing it.<lb/>
4.  Quantity of reward needed.<lb/>
By greatest happiness <lb/>
principle, remedies <lb/>
are here afforded, <lb/>
remedies such as have <lb/>
never been afforded <lb/>
under Monarchy.</p>

<p>Notandums.  Sole service <lb/>
to which such <lb/>
extraordinary reward <lb/>
can apply be applied, <lb/>
extraordinary service <lb/>
- viz.  1.  Service <lb/>
rendered to others by <lb/>
individuals at large <lb/>
not under obligation <lb/>as to &amp;do.<lb/>
2.  Service rendered by <lb/>functionary to public, <lb/>
over and above what <lb/>
by office he was under <lb/>
obligation to render.</p>

where to preserve requisite<lb/>
extra service,<lb/>
reward is needed in<lb/>
more substantial and<lb/>
universally acceptable<lb/>
shapes viz money.<lb/>
Example.  At risk of life,<lb/>

military service.  Thus<lb/>
are pensions for loss of limb,<lb/>
life &amp; wounds given by the<lb/>
1.  Most frugal and wise<lb/>
at Governments.</p>

dignity here marked<lb/>
