<p>That, which for this purpose it is the business<lb/>
of the Legislator to produce, is &#x2014; the habit<lb/>
of casting an eye on every occasion over the whole<lb/>
field of mischievous action, accompanied with a<lb/>
correspondently habitual attention necessary to<lb/>
enable a man to keep himself from being<lb/>
instrumental in the production of such mischief<lb/>
in any of its shapes. In so far as he<lb/>
himself is liable to be a sufferer from the<lb/>
mischief in question, this sort of attention<lb/>
is kept up in a tolerably sufficient degree<lb/>
by the force of self-regarding interest: but where<lb/>
<add>for this purpose</add> by the <unclear>nature</unclear> of the particular case self-regarding<lb/>
interest is not furnished are not insufficient<lb/>
force, there, less sympathy should<lb/>
not be sufficient, it is necessary for the Legislation<lb/>
to call in and apply a sufficient<lb/>
force of self-regarding interest in aid of it</p>
