That, which for this purpose it is the business
of the Legislator to produce, is — the habit
of casting an eye on every occasion over the whole
field of mischievous action, accompanied with a
correspondently habitual attention necessary to
enable a man to keep himself from being
instrumental in the production of such mischief
in any of its shapes. In so far as he
himself is liable to be a sufferer from the
mischief in question, this sort of attention
is kept up in a tolerably sufficient degree
by the force of self-regarding interest: but where
for this purpose by the nature of the particular case self-regarding
interest is not furnished are not insufficient
force, there, less sympathy should
not be sufficient, it is necessary for the Legislation
to call in and apply a sufficient
force of self-regarding interest in aid of it
