Provision for

accidental vacancies

the government
Art. 5 And whereas in an establishment of such
magnitude and so composed, any the smallest interruption
of coercive power might be attended with fatal
consequences Be it enacted that the Governor
may from time to time under his hand and seal
nominate any number of persons on whom in
case of the sudden death or absence or inability
through his sickness of him or of each other
his powers and obligations or such of them as
are necess necessary for the due government and
management of the establishment shall provisionally
devolve: in default of which nomination
