may be a motive to restrain the offenders<lb/>

<p>Thus for example in adjusting<lb/>
the punishment for stealing a sum of money<lb/>
let the magnitude of the punishment be<lb/>
determined by the amount of the sum stolen.<lb/>
If for stealing ten shillings an offender is<lb/>
punished no more than for stealing five<lb/>
the stealing of the remaining five of those<lb/>
ten shillings is an offence for which there<lb/>
is no punishment at all.</p>
<p>The last object is whatever<lb/>
mischief is guarded against, to guard<lb/>
against it at as cheap a rate as possible.<lb/>
Therefore Rule 5. <hi rend="underline">The punishment<lb/>
ought in no case to be more than what<lb/>
is necessary to bring it into conformity<lb/>

Rule 4. The punishment should be
