An evil that attaches to imperfect, & not to wholly
intolerable forms of government is, that is excessively
difficult to introduce any beneficial changes. Where
depression is so much beneath its maximum that a
people is comparatively well governed i.e. as weighed against
the greater misgovernment of neighboring nations, the men great body of men
indulgent & patient, & disposed to judge liberally of the
intentions & good conduct of those above, are more disposed
to dwell on the blessings they possess than on the evils they
