An evil that attaches to imperfect, & not to wholly
intolerable forms of government is, that is excessively
difficult to introduce any beneficial changes. Where
depression is so much beneath its maximum that a
people is comparatively well governed i.e. as weighed against
the greater misgovernment of neighboring nations, the men great body of men
indulgent & patient, & disposed to judge liberally of the
intentions & good conduct of those above, are more disposed
to dwell on the blessings they possess than on the evils they
suffer. In England what labor does it cost to effect the
slightest refrain melioration! Against what ridicule & affected scorn
and real abuse & ostentatious violence must the reforming patrol struggle.
So in Switzerland – tho' the man who attempts to add one
stone to the pyramid of liberty will not be meet with the
outrages which would await him in England – yet he will
labor vainly, her q cherished prejudices – founded on a blind
admiration of what is old & a suspicious dread of whatever
is new – have opposed themselves to the progress of sound
opinions. The torture still exists in Switzerland – the
institution of the Jury has been opposed & opposed too
successfully – secret examinations – ex-parte evidence
– inquisitorial forms – are still employed in some of the
