<p>1.  First, as to the necessity.</p>
What a task is this you have set me?  Wanted you say a<lb/>
Body of Laws, that shall be unlike all others:  this you say is what<lb/>
is wanted for Spain. <hi rend="superscript">⊞</hi> <note><hi rend="superscript">⊞</hi> Why?  Because there are no others that are not <del><gap/></del>miserably bad ones.</note>  Nothing can be more true.  Such at least is my<lb/>
opinion as well as yours.  But what you are thus calling upon me<lb/>
for is, the proof of it.  Well:  if a proof <add>à</add> <hi rend="underline"><foreign>priou</foreign></hi> will satisfy you, you<lb/>
shall have it presently.  A proof aposterious;  is <add>it</add> that you want of<lb/>
me?  I hope not.  As a preliminary, I should have to send you by<lb/>
post all the laws that ever were made any where:  in the next place<lb/>
a commentary of my own upon every clause in each of them, acknowledging<lb/>
that there is good in it, but stating what there is bad<lb/>
and showing <hi rend="underline">why</hi> it is bad.  Will <hi rend="underline">a sample</hi> satisfy you?  if<lb/>
it will, there is one already on the way to you.  You may find it<lb/>

opinion as well as yours. But what you are thus calling upon me

me? I hope not. As a preliminary, I should have to send you by
post all the laws that ever were made any where: in the next place
