And yet in Switzerland there is much to reform.
The Aristocratical, or the exclusive influence
is every where manifest – & the republican rulers there
after the monarchical ones elsewhere. The possession of power even
for a very few years unfits man for its exercise – weak
minds are immediately upset by it – strong minds resist
its influence longer – but no human mind can possibly
remain unchanged & uncorrupted by it. The lesser reasoning
which is supported by authority is found to be practically
better & stronger than the greater reason without it – & the
irresponsible ruler has no motive to seek the best reason
knowing he has always the strongest. At Geneva
the resting few are now occupy their stations for life –
so that public opinion cannot reach them nor control them
