the augmentation of the publick expense is an object<lb/>
not of repression but of augmentation.  In a<lb/>
Commonwealth for every successful operation of<lb/>
smuggling every man feels himself the <unclear>poorer</unclear>, he<lb/>
feels it as an act of the predation committed against<lb/>
himself.  In a monarchy of that which is <gap/><lb/>
upon the people, so large a proportion goes<lb/>
into the pockets of the one and the few, that<lb/>
the effect of the waste upon the pocket of the many,<lb/>
becomes indeterminate, and remains as it<lb/>
were out of right.  No matter says the individual;<lb/>
it is but so much out of the Kings pocket<lb/>
and when this is gone he has but too much<lb/>
left.</p>
